• Menyeluruh: peraturan berlaku untuk semua warga negara tanpa kecuali

5. Asal mula terjadinya negara:

• Berdasarkan kenyataan: pendudukan, pelepasan, peleburan, pemecahan

6. Tujuan negara dibentuk : Menciptakan kesejahteraan dan kebahagiann bagi rakyatnya
